based on there armys you can a few things about there personalitys sarumon likes every thing exact and he thinks things over carefuly paying atention to every detail while souron dosen't care how the objectev is acheived he just wants his soldiers to acheiv it

No Orcs are jsut stupied Uruk-hai are smart. Sauron is Stronger then Saruman and he is wise as well but he thinks things over he just dose not have to do much paning because he and his armys are so dang powerful. But you are right also because Sauron is so powerful he can do anything with out planing.
