Balrogs and dragons are some of the most intelegent creatures in all of Arda. Tell me who you think is smarter, and why?

Well this is a fact. Balrogs because they are maiar and are naturaly intelegent. And dragons are almost always stubern and foolish in Arda. While balrogs are never recorded to have made flaws. So it is a fact that balrog's are smarter.
