It makes sense that the Maiar could make creatures. First of all, it is called the music of the AINUR not VALAR. Second of all, Saruman bred the Uruk-Hai!

lol were wolfs were a creation of sauron by using his magic on spirits and trapping them in wolf forms thus creating the gaurhoth

Sauron is less powerful then Melkor so it would be not as fun just killing anyone and everyone. As Sauron it would be a bit harder.
